Objective of the Department –

Excise Department is one of the main revenue earning departments of the Government of Assam. So, the objective of this department is to earn Excise Revenue more and more month by month for the year to achieve the target. The target of the Excise Revenue for the current financial year of 2010-2011 has been fixed at Rs. 3.12 crores by the government for Hailakandi district. During the last financial year of 2009-2010, the government fixed Rs. 2.42 crores, out of which achievement has touched at Rs. 2,60,41,421.00. Thus the target has exceeded by Rs. 18,41,421.00 and the percentage of increase being 7.6 %.

This is about the earning of excise revenue for the public exchequer.

Besides this, the Excise Department is also a preventive department to prevent the illegal movement of liquor, to stop the illegal possession, transportation, consumption to protect the excise revenue from going downward trend. By prosecution the excise cases by excise department in the judicial courts, by way of fine and auction sale under Judicial Head of Accounts and Excise Head of Accounts respectively the government earns revenue too. The relevant performances are under the provisions of the Assam Excise Act. The Assam Excise Rules read with the government notifications from time to time. The instructions relating to liquor and the Assam Bonded Warehouse Rules.

The Narcotic Drugs & Psychotropic Substances Act, 1985 and the NDPS Rules, 1986 are the Central Act & Rules which has accordingly been accepted by the state government within the purview of these Acts & Rules. The Inspector of Excise of the state Excise Department performs the duties as per the powers and functions given to the Inspector by the government. Thus, the department is to look after the illicit drug trafficking by way of checking, seizure, and arrest and also to prosecute the cases before the court of law. There is also the provisions of fine, confiscation and auction of vehicles, trucks etc. used for the transportation of the narcotic drugs. Such orders are to be passed by the judicial court of law.
